Honestly, I have an open mind on everything, however, I am a surfer and the surf zones are just ridiculous! You can only surf after 4pm "mercers pier at WB" and you have to stay 200 ft from the pier. "past the red pole" However, in my many years of surfing, i must have saved over 15 peoples lives because a lifeguard isn’t paying attention or could NOT get the victim. Surfers know the waters better than any tourist and knows how to adjust to help people or not get in the way of people occupying the beach. In my opinion, just let the locals have fun and enjoy the water. If there starts to become complaints on surfers then enforce it, but I have never seen a surfer hit someone on purpose or accident. its usually the people in the water that don’t know the waves and how it pushes them.
